Los Angeles County

All 88 cities — Westside, San Fernando Valley, San Gabriel Valley, South Bay, East and Southeast LA. Five different electric utilities (LADWP, PWP, BWP, GWP, SCE) plus SoCalGas. Three CEC climate zones (CZ 6 coastal, CZ 9 valley, CZ 9–10 SGV foothill).

Orange County

SCE territory throughout. Coastal salt-air corrosion is the dominant wear factor in Newport, Huntington, Laguna; inland OC (Anaheim, Santa Ana, Garden Grove) sees real summer heat with standard CZ 9 sizing. Master-planned village HOA architectural review applies in most Irvine and Lake Forest installs.

Riverside County

Three different electric utilities. SCE covers most of the county. RPU (Riverside Public Utilities) serves the City of Riverside. IID (Imperial Irrigation District) serves the Coachella Valley — Indio, La Quinta, Coachella, Palm Desert. Inland summers regularly hit 110°F+; desert floor (Indio) hits 115–120°F. Equipment must be sized for actual ASHRAE 1% design temperature.

San Bernardino County

SCE covers most of the county. Apple Valley uses Apple Valley Choice Energy (AVCE) procurement with Liberty Utilities CalPeco delivery. Colton has Colton Electric Department serving older parts of town. The county spans inland-heat (Ontario, Rancho Cucamonga, Fontana, San Bernardino) to high desert (Apple Valley, Victorville, Hesperia) to mountain (Big Bear). Cold-climate heat pump spec'ing matters above 3,000 feet.

Ventura County

SCE territory throughout. Climate ranges from coastal (Ventura, Oxnard, Port Hueneme) to Conejo Valley (Thousand Oaks, Newbury Park, Westlake Village) to agricultural inland valley (Fillmore, Santa Paula, Piru). Post-Woolsey indoor air quality concerns drive higher demand for MERV 13 and whole-house HEPA retrofits in the Conejo Valley.
